Enable/Disable Run Command in Start Menu

Many times run command is disabled by viruses so that you cannot access tools like registry, msconfig, group policy editor, command prompt, etc., which are used to remove virus. So if you have this command disabled in your windows XP OR would like to disable it, just download the following tool and run it.
You may have to logoff and login for the effect to take place.
DownloadFILE SIZE:- 2KB

FOR THOSE WHO HAVE MISTAKENLY RUN THIS SCRIPT AND HAVE GOT THEIR RUN COMMAND REMOVED, RUN THE SCRIPT ONCE AGAIN & RESTART or RE-LOGIN TO GET IT BACK.
Make sure you read the message box after the tool is run.

Regarding the disabling part:

I'm assuming one must have a System Administrator account and at least one other user account activated for this to take effect. So, in essence, it allows System Administrator access to the Run command, but the regular user would have no access.

Is this correct?

Well I tried this; but I need to remove the screensaver issue w/ AntivirusXP, but I can't access the Run Command anymore. How do I reverse this? Thanks.
